I bought this at auction from the descendants of Capt. Rugg a number of years ago in Baldwinsville, NY. It has been in a collection since then and I am happy to offer it again. Rugg served throughout the war, saw action in the eastern and western theatres, was wounded and captured at Cedar Mountain, and supplied a lot of material from his diary to the regimental history.
The group consists of Ruggs Captain's commission dated November 18, 1862, signed by Governor Buckingham, giving him rank from November 17, 1862. With this is Rugg's un-tarred white "blue-line" haversack, a Lambert's patent tourniquet with its tin case and instruction sheet, and signed CDV of Rugg himself (which I acquired separately and added to the group.)
The instruction sheet for the tourniquet has some separation lines on the folds, but is complete and displays very well. It is laid out in and acid free mount. The case and pads are a red/maroon (I have seen it a green as well.) The haversack is often considered to be a New England style, but is more likely a western depot item (probably from the Cincinnati Depot) that shows up in the effects of New England soldiers who were in the western theatre at some point. Regardless of thst, it is a scarce item and in nice shape.
I think I have priced this fairly for the components without adding a lot for the identification, which is legitimate and from an interesting soldier.
